FINANCIAL REPORTS

The Commission publishes an annual budget report and a comprehensive annual financial report (CAFR) to promote accountability and to provide Commissioners, staff, tenants, citizens, and the general public with useful information about the Commission's operations and financial position.

 

Each year staff develops a proposed budget to fund Commission operations and services for the following year.  Staff begins budget development in late spring or early summer.  A preliminary budget is presented to the Commission in July.  The Commission reviews and approves the preliminary budget and then recommends it for a public hearing.  A public hearing on the proposed budget is held in August, the notice of the public hearing is published in the Star Tribune and the Pioneer Press newspapers.  Following the public hearing, the budget is submitted to the Metropolitan Council for their review and approval by October 1.  The Commission formally adopts the budget in November.  By December 20 the Commission must forward the adopted budget to the Metropolitan Council and by January 1 the Metropolitan Council must file the Commission's adopted budget with the Secretary of the Senate and the Clerk of the House of Representatives.

 

The CAFR is a thorough and detailed presentation of the Commission's financial position and activities for the fiscal year.  Each year since 2003, the Commission has been awarded the prestigious Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association (GFOA).  Responsibility for the accuracy of data and the completeness and fairness of the presentation, including all disclosures, rests with the Commission.
